Buena Vista Correctional Facility

The Buena Vista Correctional Facility (BVCF) is located approximately one mile south of Buena Vista, Colorado, in the shadow of the Collegiate Peaks Mountain Range.

The complex is comprised of three separate components: the main facility which houses 826 medium and close custody inmates; the Buena Vista Minimum Center (BVMC) which houses 214 minimum-restrictive custody inmates; and the Colorado Correctional Alternative Program (CCAP) or Boot Camp which houses 100 minimum custody inmates.

BVCF originally opened in 1892 as the Colorado State Reformatory (CSR), a facility for juvenile offenders. It was constructed in 1891 by inmates from the Colorado State Penitentiary in Canon City, Colorado. During the early years, all able-bodied inmates worked primarily in ranching assignments on the 1,000 acres appropriated to the reformatory. By 1922, CSR housed 209 boys in a facility designed for 106. A small medical unit was built in 1920 and in 1947 an academic school program was inaugurated.

The reformatory evolved from a juvenile facility to a medium-custody adult prison in 1978 and was renamed the BuenaVista Correctional Facility. A modular component, now the Buena Vista Minimum Center, was added in 1984 and the CCAP in 1991. Today, the BVCF complex in one of the state’s largest correctional facilities with a population of 1,140 inmates. The facility is approximately 65% double bunked.

The main facility consists of five housing units including an isolation unit, a new medical infirmary, gymnasium, library, kitchen/dining facilities, visiting area, mental health area and administrative offices. BVCF also features an extensive academic and vocational program housed adjacent to the main facility. A fish rearing unit, operated in conjunction with the Colorado Division of Wildlife, is located on grounds. The entire complex covers some 510,000 square feet in 68 buildings. Currently, almost 70,000 square feet are under construction.

The BVMC is situated within the security perimeter fence of the complex. Currently housing 214 inmates, the minimum center’s modular housing units are being replaced with three multi-story housing units, new administrative/security buildings and recreation facilities. The unit also houses the Correctional Work Program (CWP) which supplies inmate labor to the surrounding communities. The program saves taxpayers over $500,000 per year, based on in-kind services.

The CCAP or Boot Camp houses Colorado’s only shock incarceration program for adults. This highly cost-effective program has reduced prison bed costs by $8.4 million since its inception in 1991.

The mission of the facility is to (1) assure the protection and safety of the public through offender incarceration and the utilization of sound security systems; (2) confine and control offenders in a safe, humane, and orderly environment; (3) develop and maintain a highly trained, culturally diverse staff through mentoring and by fostering continued professional growth; (4) provide a broad offering of work, academic, vocational, recreational, medical, mental health, and religious programs to enhance inmate management and vacilitate the self-improvement and personal growth of offenders; and (5) demonstrate appropriate fiscal responsibility through the efficient utilization of all resources, including human budgetary, energy and physical plant.

The facility has a proud heritage of attracting quality, highly professional staff at all levels. The management believes in empowering staff in the decision making process and in the effectiveness of a culturally diverse workforce. Career opportunities exist in Custody and Control (housing and security), clerical, academic and vocational education, the business office, clinical services (medical, dental or mental health treatment), food services, Physical Plant (maintenance), and other more specialized areas. Call (719) 395-2404 for more information.

Arkansas Headwaters Recreation Area

The Arkansas Headwaters Recreation Area is a landmark cooperative effort by the US Bureau of Land Management and the Colorado Division of Parks and Outdoor Recreation. By pooling efforts to manage public lands and recreation on the Arkansas River, the agencies can give visitors the best of all worlds along this legendary river and care for recreation and natural resources at the same time.

The Arkansas River begins its 1,400-mile journey to the Mississippi among some of the loftiest peaks in the Rockies, including 14,443 ft Mount Elbert, the highest mountain in Colorado. In its first 125 miles, the river tumbles 5,000 vertical feet, through open valleys, among the granite boulders of Brown Canyon between the 1000 ft walls of the Royal Gorge. It also flows by the valley towns of Buena Vista, Salida, Canon City, Florence and on to Pueblo, nearly 150 miles from the beginning of the Arkansas Headwaters Recreation Area.
